Handling spam questions

As we have noticed that the same question has been asked by a user again and again (i.e 2 to 3 times) even after he got his answer accepted by him, so there should be a voteup/down buttons. Whenever he got 3 downvotes his question will be closed automatically alongwith when his question (3 different questions) was downvoted 3 times, he should not be able to post question for some days.
