Power BI Web is a Software-As-A-Service (SAAS) and runs on the Web. The basic version of Power BI is free and has a data limit of 1GB per user per month. The Power BI Pro is a paid version that costs $9.99 per user per month with a data limit of 10GB per user per month.
Power BI Mobile is a set of Power BI mobile apps for iOS, Android and Windows Phone.
