If you disable the Control Panel then you can not access the Control Panel. Windows 8 implements high security to protect standard and guest users from gaining access to the system utilities and changing default settings.
Windows 8 provides the ability to disable the Control Panel. The Control Panel gives you system tools such as System and Security, Network and Internet, Hardware and Sound, Programs, Ease of Access and others. Windows 8 displays all the system tools and default applets in the Control Panel. Windows 8 does not give a convenient way for the System Administrator to remove\hide Control Panel applets for standard users. If you want to disable the Control Panel, you type the gpedit.msc command in the search box in the Windows 8 UI.
First, move the cursor on the right bottom and click on the search box and type the gpedit.msc and after this, you click on the gpedit.msc. After opening it, you choose the User Configuration and choose the subcategory Administrative Template and click on the Control Panel and then select the "Prohibit access to Control Panel and PC Settings" and then right-click on it and click on the edit. A new window will open and choose Enable or Disable, whichever you want.
Steps Disable Access to Control Panel in Windows 8
Step 1
You can move the cursor on the right bottom and select the search box and type the name of which you want in the search box.

Another way you to access the gpedit.msc is to move the cursor on the left bottom and click on the Run command.

After opening the Run command, you can type the name as gpedit.msc in the Run command.

After opening the search box, you can type gpedit.msc in the application tab and click on it.

After clicking on the gpedit.msc a new window will be opened as shown below.

In User, Configuration chooses the subcategory Administrative Template and click on the Control Panel.

In this, you can choose the Disabled Button option and then click on apply or ok Button. The Control Panel is Disabled.
