Better to create Question Guidelines for Questions in forums

Hi, I have seen many questions asked in the forum are very short and not so informative to understand. I don't see example in the question when required. I would suggest adding more validations while writing questions. For instance, dividing question description into blocks and making few of them are mandatory and giving ability to off the validation. we can throw/ popup messages while removing validation to the person who is writing the questions.
