ZoomToFactor isn't support& ScrollViewer.ChangeView forzoom?

ZoomToFactor is not support on new universal. So. ScrollViewer is requirement to use ChangeView.
Now.I want the photos is putting center screen.
There are 2 button for zoom in, out. When click on zoom in button then it be zoom in inside scrollview. zoom out else.
How to do that??? Readly, I dont know to do that. Hopefully, everyone write the code for this.
