Xamarin.Forms Issue

Question

I have a problem that visual studio is missing the (using Xamarin.Forms)

I have to download it manually to each project , Is there any way to download it to the visual studio folders so it can detect the packages by default . I tried to install xamarin again from the installer and remove the visual studio and download it again and nothing happens :\
