Xamarin sepate Package for VS except downloading it directly

Question

I want to work to Xamarin on  my VS 2015

I don't had a broadband internet connection.

Is there any way to install Xamarin on Visual Studio (separate Xamarin package )  and use  it except downloading directly from via Visual Studio.
