wpf application RelayCommand does not work

Question

Hi, I am working on wpf application in which I am using RelayCommand..but when my application is open and lock my machine for sometime and then unlock the machine CanExecuteChanged execute just once after that and then it stops executing...I do not understand what kind of issue is this..is there any binding issue..
