Won't let me reply?

Question

I'm not sure if I'm doing something wrong but whenever I try to reply to someones post I go up and try to type but it looks like it's just frozen not allowing me to type anything. There's a loading icon in the top right corner of the site but it never loads. Problem?

I'm using Google Chrome
