Why I'm unable to open this site from some locations?

Hi,

  I normally use this site from two locations, from my home i will never be able to open this site even though i try numerous number of times. I couldn't find the possible reason behind that. I am able to open normal site like home screen but i couldn't open forums. But forums alone it will never load. This is the same issue with Yahoo as well, it loads the log in page but never end up in the logging me in. I tried using mozilla, internet explorer, google chrome but didn't succeed. I tried from my personal PC, laptop and tab as well but no use.
