When do I start to create my first project for android its give could not load assembly?

Sir please anyone give me a solution, I have an internet data problem, I can't download 20GB Visual studio online/offline, so I want you to please give me a solution that makes simply install xamarin and run easily in my visual studio and I learn to android app development. Before I try my offline to install it in my visual studio but its need 17GB of data to install it. please sir if possible give me solutions.
