Why do i need apple Developer account

Question

Hi If someone is working on my project and he is asking for apple developer account ? can someone guide me why it is needed ? if i do not want to upload my IOS app on app store do i still need it ? does it required to get the owner ship of the app , as my developer is making it and i want to get the ownership on my name rather than developer name?
