Who writes custom programs for IC chips

Question

NOTE: I know almost nothing about IC chips, or writing code.<br /><br />Iv'e been trying to find someone who can write programs for IC chips for a project I've been trying to get off the ground.<br /><br />The chip needs to be able to power up to 8 output lines very fast with several different speeds, even switching negative line to positive, &amp; positive to negative super fast.<br /><br /><div>The problem is I can't find anyone who does custom programming like this; Does anyone know somebody that can recommend a chip type &amp; write code, would help out alot.</div><div><img alt="" src="/forums/uploadfile/acee91/09202016074113AM/Chip layout.jpg" /> </div>
