Which platform for text to speech convertor for mobile..?

hi guys!
I'm Hadi, and i'm a student of bsc computers,for my final project i have choosen the
project called phone reader for mobile,which captures the image from the text through camera
and reads the captured text out,
please help me with choosing the plat form for my project for the both the parts
1.image capture
2.text to speech conversion
 for the second part i know about ms speech sdk and festival for linux,
but don't know which one is easier and more efficient to use...
