what is the best way to develop responsive asp.net website?

i have no idea about MVC model or development, i have worked on some n-tier application 4 years ago. Now, i am learning everything again what i missed learning in the 4 years. I want to learn responsive web development in asp.net web development. I dont want to build windows apps. But i just want to build mobile first web application. which is the best and most desired front end which i can used in .net?

1)bootstrap 3

2)Kendo UI

or any other options?
