What are the differences between UI culture and culture ?

Question

I mean I want to make my first page of website to multi language which I can change he language of all elements of page as buttons labels calendars and so on, so please guide me to first understand the differences between the UI Culture and culture in ASP.NET then help me to use multi language methods to have a few languages for my websites.
