What are the criterias considered for top 10 articles?

What are the criterias being considered by the admin team or CSC website to list an approved article under Top 10 section of Home page.

I have seen an article that is viewed more than 10000 times is not being listed in this section wherein an article which is viewed less than 10000 times is listed.

Can someone from the admin team explain please?
