web-base tv programme recording system

Question

Im currently doing a project called web-base tv programme recording system. I have a tv tunner with a recording function, i wondering if it is possible if when the tv tunner is connect on the server end. Then when a client connect to the server if it is possible for the client to activate the recording runction/recording api on the server end. Can anyone pls help me in this problem.
