Web Service development crashes Win XP Pro

Hey, i'm trying to develop web services on my machine (Windows XP Pro SP2 .Net framework v1.1 IIS 5.1 VS.Net Pro IE 6). When i press run or f5 inside VS.Net to compile and run the web service IE pops up as expected but it is forever trying to connect to the web server and get the page. I eventually get fed up and when i try to stop the program by pressing the stop button in VS.Net the operating system locks and i have to unplug the computer and re-boot. I've tried this a few times and it keeps happening. I have even tried commenting out all the web methods yet it still happens. It was originally with this service only though. It seems services i had written which were working fine are now not. I have up to date virus checker and spyware and have found no viruses. I've tried everythin i can think of short of re-installing VS.Net and IIS The web server is running on my development machine. Any ideas on what is causing this or how i can fix it? Thanks, Clive.

Can I download a word file on a server using webservice?
File or assembly name System.Web, or one of its dependencies, was not found.
