Web Form Request Approval

Question

I am creating a form that a user can enter data via textboxes and dropdownlist. When the form is submitted, a notification should be sent to someone else who should approve the form. When the form is approve, a notification should be sent to the requester that the form has been approved. I am using asp.net with c-sharp and oracle database. Please be gentle on me, I am new to programming.
