WEB API Hosting in Server and It is not working

Hi Guys,

I deployed the Web API Code into the Server (WINDOWS SERVER 2008 R2) and it is VPN connection Network.When i hit (Through PostMan)my URL it is working fine ,if i connected to VPN .It is not working if i did not connect to VPN ,and it throws an error as per the image which has attached.What does it mean ?
