WCF and Intermittent Connections... Challenging!

I am looking to write a WCF service accessible via a large, unreliable wireless network.
I need to be able to send data and large files from roaming devices to the WCF service.
How does WCF handle remote devices constantly moving in and out of network range? For example, they may have a connection for 30 secs then be out of range for 1hr and then be back in range for 5mins.
The messages must send as they have connection. If the connection drops out, they need to continue sending where they last left off.
Can WCF handle this scenario? If so, can anyone give me some advice or point me to a good "how to" site or blog?
