want to do Excel "=VLOOKUP(B3;$E$3:$G$11;3;1)" but in SQL

Hi, i need to do what =VLOOKUP(B3;$E$3:$G$11;3;1) in Excel do, i mean i need to return a value depending from another.

For ejample:

Algorithm:

if "AD" = 09 and it's between "AG-AH" range then "AI = AF and AA and Z"

some code en sql server to o this??
