VS2013,VS2012 not accepting to create a sharepoint webpart

Hi ,
Please help me to know how to fix creating a sharepoint empty project or sharepoint visual web part in Visual Studio 2012 or VS 2013 . For me , its not working in both . When i was trying to create the SP application in VS , it shows the error as " The sharepoint not installed . The required version of SP2010 or SPServer 2010 is not installed in this system . To develop SP solution , Sharepoint must installed on the local system and so on.... I know , If it is a Windows Server and SP is installed , i don't have to face this issue . But in my case , my local machine is Windows 7 and SP not installed . From some findings , for working in windows 7 , it should install VS developer tool and Sharepoint Clientcomponents 2013 . . But it went in vain . So if any one having confirmed solution , please help me to find , last 3 working days , i was sitting to solve this issue . So requesting to get me to the right path asap .
