Visual Studio, C# License

Question

Hello, I'd like to buy Visual Studio or C# but i don't have that much money...what should i do? I mean there is a cheaper or free way to program in c# and sell those programs? I'm confused here because i hear that the compiler is free, but to program in c# you have to buy it and pay a license fee? Somebody please can explain this?
