Design a game using C# in a windows environment, the game of X-O or what is known as tic tac toe is as follows:
1- Design the game on a 9-cell grid.
2- The ability to play with a player or a computer
3- Calculating the points for each player.
4- Start a new game by clicking a button.
5- Clear all button.
The game can be played on other players' network.
