Users Date, Time and Zone Information

Question

Is there any way that we can pick up the correct Date, Time and Zone information of users even if users set their time and zone wrong in their local machines. Java Script pick up the time and zone information from their local machines so it will get wrong time, date and zone if users will not set it properly as per their geographical location. Many websites are managing it beautifully FaceBook is one of the example.
