Unsubscribe email functionality when have CC users too

Question

I am implementing Unsubscribe email functionality by passing unsubscribe url in which i am sending userid to the url. When user clicks on that url, i ask for cinfirmation and then save the details of unsubscription in database.

 

Now i am facing the issues as in case have CC users in the list , in that case all users receive same unsubscribe url and any of the CC user can unsubscribe to the user that is in To list.

 

What is the possible solution to handle this except sending separate emails to CC users.
