Unrecoverable build error on MSI Setup project

Question

Hello ,
 I face 2 errors while build MSI Setup Project in VS2005 in Win 7 OS .

1)"Unrecoverable build error"  &
2)  Could not create the file 'C:\Users\..\AppData\Local\Temp\VSI7CB4.tmp' 'Access is denied
each time above file name changed.
Also I have check by clearing Temp Folder , Registering below file & check same project in  another folder.
Also it was working proper since last few months.

C:\Program Files\Common Files\Microsoft Shared\MSI Tools\mergemod.dll

but could not solve Issue.
