Two Focused Forms

Hello, I was wondering if there is a way to have two separate forms that both hold focus at the same time? A good example of this would be in Microsoft's Word 2007. When you select a string a small format box fades into view, leaving the form behind it still in focus but at the same time the form that is now visible is also in focus. I think that they are both in focus because if you select a sentence and open notepad or another unmaximized program, you see the text selection disappear as the focus has been changed. When you click back on Word the selection is then shown again as the Word window is back in focus. Therefore the small form does not take away focus. If you do not have Word 2007, here is a picture better showing this.

In short, is there a way to have two separate forms that both hold focus at the same time.
