two circles one rotate in clockwise another in anticloskwise

Question

I want to create two circle with dynamic arc. One is Parent circle and second is inner circle. When start game ask how much arc create and fill data from database and one is rotate in clockwise another in anticlockwise using asp.net C#.

 Please give me code for this
