Trying to connect online mysql database from local computer

Question

I have use google cloud for hosting. I have use linux system for hosting. I have set up mysql 

database there. My server name is localhost . But I have tring to access mysql database in my local computer using IP address. it's showing "Unable to connect to any of the specified MySQL hosts." Please suggest. Kidly help.
