to send mail to outlook without installing office outllok

Hello Everyone, I have to send mail to the office outlook.but i will take current user.just i want know that without install Microsoft office outlook can i send mail to outlook.if there is possible so please give me the code of that. I have to develop this using c#.i hope you can understood my problem. If anybody have solution please help me.
