title bar drop down

Does anyone know why the Title Bar drop down menu (containing Close, Edit this Web Part, Delete etc) display intermittently in SharePoint 2013? I can make it display or not display depending on where I place it on the page and what other web parts are before or after it.

I can't find anything online regarding this issue.
