Telephone Application Programming Interface

Question

Hello,

I want to develop a telephone application in DOT Net in which as long as user enters his name and telephone number he does not make call. After that when he make call then a timer start which record the call duration . After that it show the price of call.
All the record is stores in database. Please give me solution so that i can develop such application as soon as possible
