.TCV: Unknown Filetype.

I have taken over a position that requires me to have the tedious task of backing up and restoring a lot of data, we are also converting data types from one source to another.
One file I have never heard of before, *.tcv, There are several of these .tcv files, and they are each about 600 mb. I am assuming they are some kind of database, but I can not open them with anything we have installed at the office.
I have done google searches, but there doesn't seem to be much information on this particular filetype.
Has anyone come across this filetype? and if so what exactly is it and how can I go about opening it to restore the data that is once in it. These files are 6 months old, and the IT personal incharge of handling them previously is now unavailable for contact.
