System Details Application

Question

I am an IT Support Engineer.I am going to develop  an application which should have all the details about every systems in my company which has details like Serial Number,System Config details,Monitor S.no etc.

I am confused where to develop windows application to maintain this or Website to maintain this.Which one would be effective?
