Suggest Platform and technology for My Web Application

Hello Guys, 

 

I have to develop one web application in .net

and Web Application Functionality as User Personnel Biodata to Share with Other User with access rights, and user can recording video, audio online and save it and its share with other user and also user posted photo,comment,video,audio other user can do like,reply and more on it..

So Guys, you can suggest me which feature and framework and technology use for build up this Web application in .net
