SQL2019 unattended installation on Windows 2016

I have powershell scripts, which is triggering setup.exe from SQL2019 package and I am capturing the last exit code of this execution. If last exit code is 0, then installation is successful.
Issue I am facing is, the last exit code comes as 3010 (It says Passed, but Reboot is required).
My environment and issue is similar to link shared below :

Can some one help me how to avoid this reboot exit code.
When I try to run setup.exe manually it never ask for reboot.
