Split Data into multiple column

Question

how to i split data into multiple column and count from date if even then "out" and odd then "in" into sql server

 

Data like 1001,65-215485629215,05/06/2020 10:20:03

 

this data is in single column and i want to separate into multiple colomn like eliid, empid date_time   

if time sec in even then emp is "out"   and sec is odd then "in"

 

please help me...
