SPD WF email triggered to all users in User Information list

Question

Hi,

We have one designer workflow which triggers when the item is updated.

In this workflow, we are sending the email to the person who has has modified that item and the owners of that item[CCed].

For the item which has Owners empty it has pulled out all the users from the User Information list and send them email in CC.

This has happened only for one item and for the other items[owners field empty] it worked fine[CCed people as empty].

But for only one item this has CCed all the users from User Information List.

Any pointers or suggestion would be helpful.
