sending sms in c#.net windows form

Hello Guys, I would like to ask, I want to develop a system that can send  SMS from windows form to the mobile number of the user. I cannot sign up in txtlocal.com because not available in the Philippines, because of this is there any site like txtlocal.com are available in the Philippines? thanks in advance
