Send SMS from C# desktop app

My phone with SIM card is connected with my laptop through WiFi.

How can I send sms from my SIM to another phone using C# desktop application.

I don't know the receivers SIM provider. I don't need any HTTP APIs. Any direct method ? Thanks in advance.

My Inputs : My Phone Number, Receivers phone number, Message Text
