Selecting area on image

Dear all! I'm a student how's working on a project in VB .NET. As a part of my project I need to open a picture (BMP of Jpeg), select an area (by selecting tool or so), and then to make some manipulation on this area. I would like to know, how can I do this in VB.NET. Thanks in advanced, Tom.
