Scrollbar with mouse operation

Question

Hello everyone,
I have a ListView where i added a vertical scrollbar. In mouse scroll operation it select data from row by row of the ListView
till it get the last row and that time scrollbar also moving down with it. what i want is that, once  the mouse scroll operation
reach the last record of the ListView that time scrolling should stop. I want to stop the scrolling of the scrollbar in mouse
wheel operation.
