Responsive with device independant

Hi,

i am very confused. I know MVC4 with razor.my quations as follows.

1) if i use bootstrap in mvc is it view in all device(iphone,ipad,mobile)

2) How can achieve that develop single asp.net web application but it can be run

all over devices?(don't want to redevelop device wise pages in that solution)

3) Suggest me what should i use to develop responsive with device independant

shopping portable.(like web api,wcf,mvc4,angular,bootstrap,kendo ui)
