Resource file(.resx) update and generate in website

Question

Hi

 

I need to

 

1. create a website for the client with the values of the resource file loaded in a webgrid in English

2. Any language client can add one more column and enter with the respective translation of the values in English to their language

3. After all the values by the clients of different languages entered their values then a resource file has to be generated

4. If we want to edit the values of the resource file then the client can login to the website and edit and create a new resource file

 

Please let me know how to create this.
