Reg : Anchor Tag Disable=false from code behind

Hi Friends,
I have a usercontrol(.ascx file),inside .ascx file im using some HTML controls.One of the HTML control called Anchor tag i want make it disable=false based the condition
Let's assume like this.
I have two users A and B.As soon as A login the anchor tag must be clickable on the other side should not be clickable.
I can create two differnet sessions and by using IF statement we can do.
But,what is my question is how to disable a Anchor tag from code behind by using VB.Net code i.e(ascx.vb) not c# coding
