Refresh Table Id and again start with 1,2,3 upto n ?

Sir,

Actually i want to know how to refresh table id column after 1 year automatically.

Means, suppose my table id column start with 1,2 upto n in year (2013)

but when year(2014) start i want this column again start with 1,2..like this ?

the id column don't have primary key.

So please tell me the solution for that...?
