Redrawing Controls

I have a User Control, consisting of a few other user controls, and some custom controls. I dynamically place the user controls and custom controls on the page depending on the data, the problem I have is the redrawing of the control. It will first contruct the empty controls, when i loads, and then it will refresh when the data comes in. How do I suspend all refreshing of the controls and painting until I'm done doing what I want programmtically? I've tried SuspendLayout but that doesn't seem to work at all. How should I do it?
